Sebulan terakhir ini dunia pendidikan dihebohkan oleh kebijakan sekolah zonasi yang diprakarsai oleh Mendikbud Muhajir Efendi. Kemudian, Mendikbud juga mendesak Menristekdikt M. Nasir agar menyesuaikan penerimaan mahasiswa baru dengan kebijaksanaan zonasi ini. Saya perlu memberi beberapa catatan kritis atas kebijakan ini.
Jika kebijakan ini dimaksudkan untuk memeratakan mutu pendidikan, maka mungkin ini akan berhasil. Pemerintah mungkin mampu memeratakan mutu prasarana dan sarana serta guru sehingga setiap murid cukup bersekolah ke sekolah yang terdekat dari rumah masing-masing. Tapi pemerataan mutu guru sebagai manusia tidak semudah memeratakan prasarana dan sarana sekolah yang bersifat fisik. Kemudian, mutu pendidikan sebagai jasa masih banyak ditentukan oleh interaksi dengan murid, dan untuk pendidikan dasar juga akan ditentukan oleh interaksi dengan wali murid. Guru bermutu akan kesulitan menghadapi murid yang tidak siap bersekolah.
Namun pemerintah seringkali menempuh kebijakan pragmatis. Melalui persekolahan sebagai instrumen teknokratik, Pemerintah menggunakan kebijakan supply-side berskala masif. Pendidikan diubah menjadi persekolahan paksa massal. Jika tidak diantisipasi, ini bisa menjadi proses pendunguan (dumbing down) terstruktur, sistemik dan masif. Banyak survey menunjukkan bahwa dari 10 anak usia sekolah, hanya 2 atau 3 anak yang cocok dengan pola persekolahan untuk pendidikan mereka. Kebanyakan anak justru memerlukan layanan pendidikan yang lebih luwes tidak sekaku persekolahan.
Seharusnya pemerintah lebih mengadopsi kebijakan yang lebih mementingkan relevansi, bukan mutu berbasis standard. Untuk memastikan relevansi, kebijakan pendidikan harus lebih demand-side yang lebih rumit. Kebutuhan pendidikan masyarakat bisa sangat beragam. Bakat dan minat mereka juga sangat beragam. Ini berarti pendidikan lebih baik diarahkan pada perluasan kesempatan belajar (bukan perluasan persekolahan) secara informal dan non-formal terutama yang berbasis masyarakat secara luwes dan lentur. Seperti spons, pendidikan semacam ini akan menyerap lebih banyak warga belajar daripada persekolahan yang kaku.
Berbeda dengan pendidikan dasar yang berfokus pada akhlaq, dan adab, untuk tugas knowledge creation. Universitas yang bermutu tidak mungkin dicapai melalui kebijakan zonasi. Mutu universitas sangat ditentukan oleh keragaman asal dan budaya mahasiswanya. Kolam mahasiswa yang homogen (lokal) akan kesulitan menghasilkan kreativitas yang dibutuhkan oleh universitas untuk unggul. Artinya, tuntutan keragaman justru semakin tinggi untuk jenjang pendidikan yang makin tinggi. Sebagai contoh, Jakarta, Bandung dan Jogya adalah kawasan heterogen yang subur bagi kreativitas yang sangat dibutuhkan oleh universitas unggulan.
