Ditemukan Cadangan Minyak Baru di Blok Cepu, Exxon Mobile Butuh Dukungan Penuh SKK MIGAS

Jakarta, Zonasatu News — Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyebutkan adanya penemuan tambahan cadangan minyak pada Blok Cepu milik ExxonMobil.

Direktur Operasi SKK Migas Fatar Yani Abdurrahman mengatakan, setelah dilakukan analisis, ternyata terdapat tambahan cadangan minyak untuk Blok Cepu. Dengan adanya penambahan cadangan ini, produksi minyak dari blok yang dioperasikan ExxonMobil ini diperkirakan bisa digenjot dari posisi saat ini 225 ribu bph.

“Dengan adanya ini (tambahan cadangan), produksi Blok Cepu bisa kami shoot menjadi 235 ribu bph,” tutur Fatar, di Jakarta, Kamis (8/8/2019), seperti dikutip CNBC Indonesia.

Namun, lanjut Fatar, peningkatan produksi tersebut masih harus melalui uji produksi tingkat tinggi (high rate test/HRT) selama enam bulan yang diperkirakan akan berakhir maksimal pada November nanti.

Fatar menyebutkan, uji coba produksi diperlukan untuk memastikan keamanan upaya peningkatan produksi ini. Jika uji coba berhasil, langkah berikutnya adalah mengubah analisi dampak lingkungan (AMDAL) untuk Blok Cepu. Namun, tambahnya, peningkatan produksi ini tidak perlu ada rencana pengembangan (plan of development/PoD) baru yang diajukan.

Kendati demikian, imbuhnya, untuk peningkatan produksi sampai 235 ribu bph, masih harus ada pembahasan.

“Kalau mau dinaikkan lagi hingga 235 ribu bph, atau bahkan di-challenge sampai 250 ribu bph, kami lagi bicara dengan ExxonMobil,” tutur Fatar.

Dihubungi di kesempatan terpisah, Vice President Public and Government Affairs ExxonMobil Indonesia Azi Alam membenarkan hal tersebut. Ia menuturkan, sesuai permintaan SKK Migas, pihaknya sedang melakukan high rate test untuk melihat kemampuan fasilitas dan sumur untuk berproduksi lebih tinggi.

“Selama proes berlangsung, kami fokus mengamati keselamatan dan keandalan operasi serta memenuhi persyaratan AMDAL yang berlaku. Apabila disimpulkan bahwa kami dapat berproduksi secara aman dan andal, kami akan melanjutkan dengan proses revisi Amdal secara efisien, dengan dukungan penuh dari SKK Migas,” kata Azi.

Adapun, berdasarkan data SKK Migas, pada tahun ini, lifting minyak Blok Cepu ditargetkan sebesar 216 ribu bph. Sampai akhir semester I-2019, realisasi lifting minyak Blok Cepu tercatat sebesar 220 ribu bph. Produksi minyak Blok Cepu ini naik dibandingkan realisasi sampai akhir tahun lalu sebesar 209 ribu bph.

Di sisi lain, ExxonMobil juga tengah mengerjakan Proyek Kedung Keris di Blok Cepu. Proyek yang ditargetkan mulai beroperasi pada akhir 2019 ini diproyeksikan akan menambah produksi minyak blok ini sebesar 3.800 bph. Investasi Proyek Kedung Keris ini US$ 72 juta.

Fatar mengungkapkan, Proyek Kedung Keris tidak harus bisa berproduksi pada tahun ini jika dari sumur eksisting di Lapangan Banyu Urip saja sudah ada penambahan produksi. Meski demikian, pihaknya masih harus membahas hal ini dengan ExxonMobil.

“Kalau eksisting bisa menambah produksi, kenapa saya buka produksinya Kedung Keris. Tapi nanti kami bahas dengan ExxonMobil, mungkin dia ada strategi karena sudah test ya kami produksikan lagi,” pungkasnya.
