Dituding Hanya Habiskan Anggaran, Anggota DEN Minta Menteri Jonan Dicopot

Zonasatu News –Anggota Dewan Energi Nasional (DEN) Sonny Keraf menepis tudingan Menteri Energi dan Sumber Daya Mineral Ignasius Jonan yang menyebut DEN kurang berkontribusi dan hanya menghabiskan anggaran.

Sebaliknya, Sonny yang merupakan Menteri Lingkungan Hidup periode 1999-2001 menilai Jonan gagal mengembangkan Energi Baru dan Terbarukan (EBT) yang berujung pada membengkaknya impor minyak dan gas saat ini. Oleh sebab itu, Sonny menyatakan Menteri Jonan layak dicopot oleh Presiden Joko Widodo.

“Tidak benar kalau (Menteri) Jonan bilang DEN tidak ada hasilnya,” kata Sonny dalam pernyataannya yang tertuang dalam rilis, Sabtu (13/7/2019).

Dia menjelaskan DEN adalah lembaga kebijakan energi dengan 4 fungsi yang telah dijalankan dengan hasil nyata. Diantaranya, merumuskan kebijakan energi nasional yang dituangkan dalam Peraturan Pemerintah Kebijakan Energi Nasional 79/2014. DEN juga menetapkan Rencana Umum Energi Nasional (RUEN). Dokumen tersebut, kata Sonny seharusnya disusun bersama dengan Kementerian ESDM untuj kemudian ditetapkan DEN. Namun kenyataannya, DEN harus merombak total rancangan RUEN sendirian sebelum akhirnya diterbitkan Perpres 22/2017 tentang RUEN.

DEN, lanjut dia lagi, juga menetapkan kondisi krisis dan darurat energi (Perpres 41/2016) dan melaksanakan pengawasan pelaksanaan kebijakan energi lintas sektor.

“Bahkan DEN membantu penyusunan Rencana Umum Energi Daerah (RUED) 34 propinsi,” katanya.

Sonny justru mempertanyakan mengapa usulan implementasi kebijakan yang dari Anggota Unsur Pemangku Kepentingan (AUPK) justru ditolak oleh Jonan, yang selaku Menteri ESDM merupakan Ketua DEN. Belakangan usulan tersebut malah disetujui dan diputuskan Presiden Joko Widodo. Misalnya soal pemberlakukan B20 dan ujicoba B30 untuk bahan bakar nabati.

Satu lagi soal feed in tariff untuk listrik EBT. Meski dalam RUEN yang ditetapkan DEN, ketentuan feed in tariff untuj EBT agar diberlakukan, tapi Menteri Jonan malah malah mengeluarkan kebijakan harga dengan ketentuan 85% BPP yang justru menghambat pengembangan EBT. Padahal pengembangan EBT akan berkontribusi besar bagi penurunan emisi gas rumah kaca.

“Saat itu saya minta agar dibahas lintas sektor dulu di DEN tapi dia (Menteri Jonan) mengatakan itu urusan teknis tanggung jawab Kementerian ESDM,” cetus Sonny.

Sonny menegaskan, kalaupun DEN tak menghasilkan apa-apa, itu bagaikan menepuk air di dulang yang terkena muka sendiri sebab Jonan menjabat sebagai Ketua Harian sementara Ketua dijabat langsung oleh Presiden. ‘Harus diingat pula, eksekusi kebijalan energi bukan tanggung jawab DEN tapi pemerintah dalam hal ini Kementerian ESDM. Jangan sampai hanya karena ditegur Presiden karena kinerja neraca perdagangan di sektor energi yg negatif, lalu DEN yg didiskreditkan,” sergah Sonny.

Sonny bahkan mengusulkan agar Presiden Jokowi mencopot Jonan karena terbukti tidak berhasil mengembangkan EBT. Dampak kegagalan pengembangan EBT adalah tidak efektif menurunkan emisi has rumah kaca seperti janji pemerintah Indonesia dalam Persetujuan Paris. Kegagalan pengembangan EBT juga menyebabkan neraca perdagangan di sektor energi tetap negatif karena ketrgantungan pada impor energi fosil yg menguras devisa negara. “Presiden harus mencopot Jonan karena tidak berhasil mengembangkan EBT,” katanya.

Sebelumnya, Menteri Jonan mempertanyakan kontribusi DEN meski anggaran ya g digelontorkan besar. Hal itu dinyatakan saat pelantikan pejabat Kementerian Kementerian ESDM, di Jakarta,
