Sekadar urun rembug. Inilah saatnya bangsa Indonesia diuji kesabaran sekaligus komitmennya menjaga aturan main selayak mungkin.

Ada 3 versi perhitungan yang sekarang sudah terpublikasi, menyebar lewat WAG dan platform lain dengan sangat deras:

(1) Quick Count: Diumumkan oleh para penyelenggara Quick Count bahwa Jokowi-Amin menang dengan selisih 8-10 persen.

Masalahnya: Ini “hanya” Quick Count. Orang bisa memperdebatkan hasilnya karena ada “margin of error”. QC hanya bisa dipakai sebagai bahan prediksi awal. Tak bisa dipakai untuk merumuskan konklusi. QC berguna tapi ada batasnya. Tak bisa dipakai membuat konklusi resmi.

(2) Hasil Real Count berbasis berita acara perhitungan suara di TPS (Formulir C1) yang dilakukan kubu Prabowo-Sandi. Diklaim bahwa Prabowo-Sandi meraih 62% suara.

Masalahnya: Yang sudah dihitung baru “lebih dari 320 ribu TPS” atau kurang dari 40% dari seluruh TPS. Secara statistik sudah jelas angkanya belum konklusif. Selain itu, angka ini belum bisa dipakai sebagai hasil resmi karena baru perhitungan satu pihak Prabowo-Sandi. Kubu Jokowi-Amin bisa saja membuat bantahan dengan cara berhitung yang sama. Konklusinya berpotensi diperdebatkan secara politik.

(3) Angka “resmi” perhitungan Komisi Pemilihan Umum yang diumumkan di website resmi KPU. Angka ini diperoleh dengan cara yang sama dengan perhitungan kubu Prabowo-Sandi: Berbasis berita acara perhitungan suara di TPS2.

Masalahnya : Data yang sudah dihitung KPU masih amat sangat terbatas. Saat saya akses pukul 04.30 pagi 18/4/2019 ini total suara yang sudah dihitung baru dari 518 dari 813.350 TPS (0,6369%). Masih di bawah 1% dari total data/suara (https://pemilu2019.kpu.go.id/#/ppwp/hitung-suara/).

Jadi, sekalipun ini angka “resmi” di website KPU tapi datanya masih amat sangat kecil untuk dipakai membuat konklusi.

Lalu, apa kesimpulannya?

Kesimpulannya: Bangsa Indonesia diminta untuk bersabar. Bersabar menjalani proses pasca-pencoblosan yang sangat krusial ini. Sabar menjalani proses perhitungan suara sesuai prosedur dan mekanisme yang sudah disepakati.

Maka, inilah langkah yang seyogianya diambil dengan sigap:

(1) KPU harus menyegerakan proses pendataan di websitenya berbasis Formulir C1. Berbasis teknologi yang digunakan, input data bisa dilakukan dengan cepat.

(2) Atas nama akuntabilitas, KPU harus memasukkan data per TPS yang dilengkapi dengan gambar hasil scan Formulir C1 per TPS. Dengan itu, kredibilitas data terjaga. Berbasis pengalaman dalam Pilkada 2015, 2017 dan 2018, KPU semestinya punya kemampuan mengerjakan ini dengan cepat.

(3) Kubu Jokowi-Amin dan Prabowo-Sandi harus sangat menyegerakan proses “quick real count”: memasukkan data dari semua TPS dari semua daerah pemilihan berbasis Formulir C1. Ada baiknya proses update mereka berikan kepada publik untuk setiap tahap penting yang sudah dilewati proses perhitungan real ini: Saat suara yang dihitung sudah 50%, 60%, 80%, 90% dan (mendekati) 100%.

(4) Jika selisih cukup lebar, pada saat data masuk sudah melampaui 80% dan beringsut mendekat ke 90%, maka konlusi bisa dibuat. Jika selisih tipis, maka satu2nya jalan adalah mempertarungkan perhitungan masing-masing kubu dalam proses Rekap per Kecamatan. Rekap berbasis berita acara hasil rekap suara di PPK (kecamatan) inilah yang kemudian bisa kita pakai membuat konklusi.

Mengapa? Sebab dalam proses rekap ini, kubu 01, 02, KPU dan Bawaslu resmi terlibat dalam perhitungan. Konlusi sebaiknya dibuat berbasis ini.

(5) Yang terbijak tentu saja: Menunggu hasil perhitungan resmi ditetapkan KPU berbasis proses yang layak (demokratis, adil, transparan berbasis aturan main yang sudah disepakati) dari Kecamatan ke Kabupaten/Kota dan kemudian Provinsi. Kedua kubu berhak dihormati hak konstitusionalnya untuk terlibat dalam semua tahapan dalam proses perhitungan yang krusial ini.

Demokrasi seringkali membutuhkan kesabaran tingkat dewa sekaligus kesadaran yang penuh terjaga.
