Soal Perpanjangan Blok Corridor, Arcandra Tahar: Pola yang disepakati bertujuan agar masa peralihan di Blok Corridor tetap ekonomis

Jakarta, Zonasatu News –Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan memutuskan memperpanjang pengelolaan Blok Corridor hingga 2043 kepada kontraktor eksisting, yakni ConocoPhillips sebesar 46%, Repsol 24%, dan Pertamina sebesar 30%. Pemerintah pun memberikan kesempatan kepada ConocoPhillips sebagai operator Blok Corridor hingga 2026. Setelah itu, Pertamina akan bertindak sebagai operator.

Direktur Eksekutif Energy Watch Mamit Setiawan menilai keputusan pemerintah terkait pembagian operator Blok Corridor cukup janggal. Ketimbang membuat pembagian operator seperti itu, pemerintah seharusnya memberikan hak partisipasi Blok Corridor kepada Pertamina. Setelahnya Pertamina bisa menawarkan hak partisipasi kepada ConocoPhillips dan Repsol untuk menjadi mitra di Blok Corridor. Apalagi Peraturan Menteri (Permen) ESDM No 15/2015 telah berlaku kembali pasca Permen ESDM No 23/2018 dibatalkan oleh Majelis Konstitusi pada November 2018 lalu setelah Serikat Pekerja Pertamina melakukan judicial review.

Jika mengikuti Permen No 15/2015, hak partisipasi blok migas terminasi seharusnya diserahkan kepada Pertamina.

“Tetapi pemerintah tetap memperpanjang kontrak ConocoPhillips di Blok Corridor dan hanya menambah share Pertamina menjadi 30%,” ujar Mamit.

Padahal Blok Corridor mempunyai cadangan gas cukup besar yang dibutuhkan Blok Rokan untuk melakukan injeksi sumur. Blok Rokan akan diambil alih oleh Pertamina mulai 2021.

“Pemerintah seharusnya memberikan prioritas kepada Pertamina terkait dengan selesainya kontrak Blok Corridor,” ujar Mamit. Direktur Eksekutif ReforMiner Institute Komaidi Notonegoro mengatakan pola yang diterapkan di blok tersebut merupakan pola baru yang ada di Indonesia. Keputusan perpanjangan Blok Corridor juga berbeda dengan keputusan Blok Mahakam di mana Pemerintah tidak memperpanjang kontrak kontraktor lama Blok Mahakam, Total E&P Indonesie dan Inpex Corporation, dan menyerahkan hak partisipasi seluruhnya kepada Pertamina.

“Kalau Mahakam jelas kontraktor lama tidak diperpanjang sehingga logis ada transisi. Kalau ini kan kontraktor lama diperpanjang,” kata Komaidi saat dihubungi Katadata.co.id, Rabu (24/7).

Wakil Menteri ESDM Arcandra Tahar menjelaskan pola yang diterapkan bukanlah sesuatu yang baru. Keputusan tersebut juga sesuai dengan keinginan kontraktor lama Blok Corridor.

“Kan mereka yang menentukan skema Business to Business antara mereka bertiga,” kata Arcandra saat ditemui di Gedung Kementerian ESDM, Selasa malam (24/7).

Lebih lanjut Arcandra mengatakan pola yang telah disepakati oleh kontraktor eksisting tersebut bertujuan agar masa peralihan di Blok Corridor tetap ekonomis.

“Maka mereka bersepakat dengan tiga tahun dahulu tetap dikelola dengan ConocoPhillips. Kemudian masa transisi oleh Pertamina. Ini cara terbaik menurut mereka bertiga waktu itu,” kata Arcandra. (ZN)
