ZONASATUNEWS.COM, JAKARTA – Pernyataan Direktur Jenderal Minyak dan Gas Kementerian ESDM Tutuka Ariadji yang telah mengatakan kepada awak media pada Senin (31/7/2023), bahwa salah satu penyebab kelangkaan LPG 3 kg subsidi karena ada persoalan tata kelola distribusi, adalah pernyataan ngawur alias sesat dan tak paham akar masalahnya.

Demikian ditegaskan Direktur Eksekutif CERI Yusri Usman, Selasa (1/8/2023) di Jakarta.

“Karena kelangkaan LPG subsidi lebih disebabkan maraknya pengoplosan LPG subsidi menjadi LPG 12 kg oleh mafia LPG atau akibat tingginya migrasi konsumen,” ungkap Yusri.

Penyebab utamanya, lanjut Yusri, adalah disparitas harga LPG 3 kg subsidi dengan LPG 12 kg sangat tinggi, yaitu Rp 10.000 per kg.

“Selisih harga itu lah cuan besar yang telah memicu suburnya praktek oplosan oleh mafia LPG yang sudah menjadi fakta yang terungkap di berbagai daerah yang telah diberitakan oleh sejumlah media,” lanjut Yusri.

Sudah menjadi rahasia umum, kata Yusri, bahwa mafia LPG bisa leluasa melakukan praktek ilegal tersebut, disebabkan adanya perlindungan oleh oknum penegak hukum juga.

“Jadi jika kita mau serius memberantas mafia LPG, sangat gampang, cukup Kapolri mau tegas dengan menginstruksikan seluruh Kapolda jika terdapat praktek oplosan LPG di suatu daerah, maka ancamannya Kapolres dicopot,” kata Yusri.

Menurut Yusri, jika Kapolri berani menerapkan kebijakan tersebut, ia memastikan tidak akan ada kelangkaan LPG subsidi di berbagai daerah lagi.

“Jadi kelangkaan itu bukan karena sistem alokasi penyaluran agen 20% dan pangkalan 80%, karena sependek pengetahuan kami, bahwa BPK secara rutin mengaudit penyaluran LPG subsidi dari pangkalan ke agen hingga SPPBE, subsidi LPG 3 kg di APBN 2023 sekitar Rp 117, 5 triliun ” jelas Yusri.

Kelangkaan LPG 3 kg terjadi di Banyuwangi sejak satu bulan terakhir. Warga pun harus antre untuk mendapatkan LPG 3kg

Selain itu, sambung Yusri, Pertamina sudah sangat terencana dan terbiasa menyiapkan kebutuhan LPG subsidi setiap tahunnya sekitar 8 juta ton, termasuk mengantisipasi pertumbuhan kebutuhannya.

Lagipula, lanjut Yusri, Pertamina sudah sangat berpengalaman dalam mendistrubiskan BBM dan LPG di seluruh negeri, termasuk daerah 3 T (Tertinggal, Terdepan dan Terjauh) dengan harga yang sama.

“Karena kita adalah negara kepulauan dengan luas serta sebaran penduduk yang cukup besar, sehingga menjadikan pola distribusi LPG dan BBM Pertamina memang paling rumit di dunia,” ungkap Yusri.

Oleh sebab itu, lanjut Yusri, pernyataan Dirjen Migas soal penyebab kelangkaan itu sangat disesalkan, lantaran secara tidak langsung pernyataan itu sama saja dia lagi menunjuk dirinya sendiri tidak mampu membina Pertamina.

“Seharusnya Dirjen Migas berjuang untuk meningkatkan anggaran di APBN untuk membangun jarigan gas kota di seluruh Indonesia, agar bisa mengurangi impor LPG setiap tahun sebanyak 6,7 juta ton yang sudah membebani neraca keuangan negara,” pungkas Yusri.(*)
