ZONASATUNEWS.COM, JAKARTA – Anggota DPR RI Komisi XI Ir.H.Kamrussamad S.T.,M.Si menyayangkan porsi PNBP yang belum optimal dalam pendapatan negara. Meskipun pendapatan negara meningkat, tapi porsi PNBP dibanding total pendapatan negara masih belum optimal.

“Saya apresiasi pendapatan negara meningkat. Tahun 2021 mencapai Rp 2.011 triliun. Ini adalah pencapaian di atas 100% pertama kali sejak 12 tahun terakhir. Tapi sayangnya, proporsi PNBP kita masih rendah,” kata Kamrussamad.

Anggota Fraksi Gerindra itu menjelaskan, menurut catatan kementerian keuangan, rincian pendapatan negara terdiri dari penerimaan perpajakan Rp1.547,8 triliun, Penerimaan Negara Bukan Pajak (PNBP) sebesar Rp458,5 triliun, dan penerimaan hibah sebesar Rp5 triliun.”

“Kalau dilihat dari total pendapatan negara, proporsi PNBP hanya 22 persen. Di 2018 porsi PNBP ada di 21 persen, sempat turun di tahun 2019 di angka 20 persen. Jadi, meskipun trendnya meningkat, tapi peningkatannya tidak signifikan. Padahal di tahun 2005, porsi PNBP bisa mencapai 30 persen dari total pendapatan negara,” jelas anggota DPR dari Dapil Jakarta Utara, Jakarta Barat, dan Kep.Seribu tersebut.

Kamrussamad menilai, hal itu menandakan PNBP belum optimal, terutama pada sektor-sektor non SDA. Diperlukan roadmap dan strategi yang jelas dari Dirjen Anggaran Kementerian Keuangan, untuk optimalisasi PNBP ke depannya. Apalagi tahun depan trend commodity boom akan menurun. Potensi PNBP SDA bisa jadi tidak akan setinggi tahun 2021 dan 2022.

“Perlu terobosan, mulai dari penyempurnaan mekanisme pemungutan, perhitungan, penyetoran dan sanksi dalam pengelolaan PNBP. Dengan begitu diharapkan PNBP yang dibayarkan oleh para wajib bayar bisa lebih akurat, transparan dan akuntabel,” pungkasnya.
